Preventing isolation among senior citizens: the CCAS on the front line

June 2025 - Urrugne
In the town of Urrugne, the Centre Communal d'Action Sociale (CCAS) plays a crucial role in maintaining social links for senior citizens, helping to combat the isolation of the older people at home. Through a multitude of actions, the CCAS succeeds in creating an environment where seniors feel supported and connected.
The socialisation activities offered by the CCAS Goxo Toki socialisation place, one of the pillars of this initiative, such as creative leisure workshops and gentle gymnastics sessions, are essential in preventing isolation. As well as creating social links, these activities help maintain an active social life.
This place of welcome and exchange promotes quality of life, activates social links and revalues the role of the older people in the daily life of the community. Intergenerational programmes, such as workshops with children from the leisure centre, enable seniors to reconnect with younger generations, encouraging interaction between the generations.
The individualised transport service is another important aspect. It enables people without vehicles to get to medical appointments and social activities, making it easier to get around and maintain social interaction. This service also enables the CCAS to keep in touch with people who do not have a car.
The shopping assistance service enables older people to continue doing their shopping while meeting CCAS staff on a regular basis. As well as maintaining their independence, this service provides them with valuable human contact.
Meal delivery is a service that enables senior citizens to continue to eat a balanced diet while receiving a visit from the meal delivery team, a real guardian at home. This service maintains human contact and provides a valuable monitoring service for the most vulnerable members of the community.
Social work at the CCAS and/or at home enables older people to benefit a personalised social support. This service offers personalised support, access to social assistance, maintenance of rights to remain at home (APA files, Tele-assistance, Home Help Service, home improvements, etc.), information on accommodation in institutions, administrative procedures (CAF, CPAM, Taxes, etc.), food and financial assistance, and protection measures. It is a key service in preventing loss of rights.
The CCAS is also helping to create new types of housing with social landlords, such as shared and inclusive housing. These types of housing create supportive communities, maintain social links and are ideal places to prevent isolation.
Another essential tool in the fight against isolation is the Communal Emergency Plan, which enables personalised and coordinated responses to emergency situations. This plan ensures regular monitoring of vulnerable people, thanks to a list that is constantly updated.
Finally, thanks to an extensive local partnership, projects currently underway and awaiting funding, such as the creation of a day care centre and a respite platform for carers, aim to strengthen homecare and support carers. As well as improving the quality of life of the olders, these initiatives promote social links and maintain a vibrant social life.
Urrugne's CCAS has made preventing the isolation of senior citizens an absolute priority.
